Specialising in strategy development, strategic commissioning, improvement and recovery, Tara-Lee has built a distinguished career driving sustainable growth and meaningful improvements in services, systems and pathways across the UK health and social care landscape.

 

A Proven Leader in Transformation and Recovery

 

Tara-Lee’s expertise lies in navigating the challenges of large-scale transformation, from reviewing and redesigning clinical operating models to improve cross-organisational service pathways and optimise governance. She is adept at bringing together stakeholders across organisational boundaries, fostering collaborations and empowering teams to deliver results that benefit both end users e.g. patients/service user and businesses.

 

As Director of Programmes for a primary and urgent care provider, Tara-Lee led the redesign of clinical and operational models to improve efficiency and productivity, modernising digital infrastructure and implementing robust programme management office processes. She delivered an organisation review/diagnostic including assessing organisational risk which informed the future strategy for the business.

 

Previously, in her role as Deputy Director of Assurance for an Integrated Care Board, Tara-Lee assured the delivery of healthcare services to a population of 1.9 million against national and local priorities and standards. She developed a multidiscipline, system-wide assurance framework aligned with national guidance, enabling effective oversight across providers, programmes, places and the Integrated Care Board. Notably, she partnered with NHS England's regional and national teams and local leaders to facilitate an innovative approach to address financial challenges at scale, securing collaborative solutions to systemic issues.

  • Organisational Turnaround: Redesigned clinical and operational models, increasing clinical and business efficiency for providers and services.

 

  • A Focus on Outcomes: Established a system-wide assurance framework at all levels ensuring delivery of quality services across national and local priorities.

 

  • Pathway Optimisation: Delivered a 25% reduction in no Criteria to Reside (nCTR) and reducing bed days lost by improving discharge pathways.

 

  • Cost Savings and Efficiency: Achieved £1.6 million in efficiency savings whilst also improving patient outcomes through delivery of new home based heath and care services.

 

  • Innovative Programme Delivery: Spearheaded the Urgent and Emergency Care Programme in North West London including NHS 111 First, establishing 111 as the initial contact for urgent care and integrating pathways with primary, community and same day emergency care services.

 

  • Service Redesign: Implemented innovative approaches to delivery of autism services, halving waiting lists for under-5s and introducing a cost-effective and patient-centred 18+ pathway.

 

  • Strategic Commissioning: Led the model of care and specification development for a high risk/high value (10 year/£500m) community services contract.

 

  • Strategy Development: Led the development of Sustainability and Transformation Plan for the North East London Integrated Care System.
